Priestley Heather Consulting Pty Ltd is a building consulting company specialising in Bushfire Attack Level Assessments throughout Victoria.  Emerging from a background in residential and commercial construction in 2019, PHC identified a growing need for building consulting and bushfire protection advice for properties state-wide, particularly in East Gippsland.

Successfully managing construction projects for more than 5 years, PHC is well equipped to offer an efficient and informed process for its clients. Attaining accreditation from the Fire Protection Authority of Australia, all BAL Assessors for PHC are experienced in construction and fire protection. 

According to the Australian Standard for construction of buildings in bushfire prone areas (AS 3959-2009), there are six Bushfire Attack Levels (BAL) to measure the severity of a building’s potential exposure to ember attack, radiant heat and direct flame contact. As we have all experienced all too recently, 76 of the 79 municipalities in Victoria are considered in a bushfire zone, that’s 84% of land state-wide considered under threat of bushfire.
